Admin-owned candidate AI disclosure copy

The existing Candidate AI disclosure control already guarantees when a disclosure sends. This adds the wording: one org-owned message field sitting under the control it belongs to, committed by the page’s own Save Changes. Things to try: edit the copy, reset to the FactoryFix default, paste an http:// link to watch validation gate the save, and set the control to Disabled to collapse the message out of the page.
