Admins control which members can create, activate, duplicate, or edit live jobs — separate from the Admin/User role. Two doors to the same setting: click a role label (e.g. User) for the quick edit, or click a row to open Edit Profile, where the toggle also lives under Work Profile.

Posting actions stay visible but disabled with a plain explanation, so members know the capability exists and who to ask — hiding the buttons would leave them wondering where things went. The backend rejects the same actions, so this is a real permission, not a hidden button.
Creating jobs. The New job button is disabled, and hovering it explains why and names the path to access. Same treatment on “Duplicate” anywhere it appears.
An inactive job, without posting access. Disabled items follow the app’s existing pattern — grayed, with a hover tooltip naming the unlock path — plus one persistent note carrying the account-level cause, so the gray reads as restricted rather than broken. Where a state tooltip would name an action the member can’t take (“Activate this job to upload candidates”), the copy redirects to the admin instead of a dead end. On active jobs, Upload candidates stays open for everyone.
